I hate this proposal. I have been a Federal Employee for almost 30 years. In that time I have worked for 20 or so senior raters and and uncountable number of supervisors. All active duty. I am normally the only civilian around except for a secretary. My concern is that the one consistency in my life has been my objective, measurable standards. If I exceed my standards, it is cut and dry that I will receive an Excellent. With that, I am eligible for an award. With the new proposal "management" evaluation is almost purely subjective. I can see my job fluctuating constantly. I would never truely know what my job was or how to make my supervisor happy!!!!! Also, with the pay pool, what protection is there that the supervisor would not play favorites? I think you need to build in some metrics that will help quantify and qualify our an employee is rated. Don't just leave it up to a brand new, green suiter supervisor. Finally, how will this be phased in? What about phasing it in with new employees and FERS? Leave the CSRS people who are phasing out now anyway alone.
