Section 9901.212. The proposed regulations give very little information on what is actually proposed for implementation with regards to the paybands. Implementation is scheduled for this summer but the proposed regulations actually provide very little information on what the system will be. Paybands are an example of this. There are generalities listed about the three levels but no specifics. In previous releases the actual proposed banding of the current GS levels were provided. In the former proposals the current GS14 was banded with 13's. I believe that to be a mistake. GS14 level personnel are generally considered either technical experts or experienced managers, both supervisory and non supervisory. The wok of the GS14 personnel is much more closely related to the GS15's. I believe for the there to be a good faith discussion between OSD and the workforce, more detail is needed, rather than the generalities in the proposed regulations. I am currently under a ACQ Demo and believe that performance pay and pay banding are good things and provide need flexibility. However, the proposed regulations do not give the workforce the information they need to make informed decisions. Particularly with the imminent implementation of the NSPS.
