Performance pay is an incredibly bad idea and will only serve to foster favoritism. No amount of training can stop favoritism or the appearance of it.There should be a way to get rid of bad employees, but we also have a tremendous number of good, hard working people who are already subject to demoralization because they are not ratting out fellow employees and fanny kissing. Letting a supervisor or director have that much power over an employee is just the last straw.
