If I trusted DOD and OPM I could probably accept this plan. But I don't. There are far too many unknowns in the implementation guidance. Language such as "in many cases" employees will receive WGI buy ins. What does that mean? "in many cases" is simply double talk that gives the agency an escape. I don't want to loose 26 months towards my Step 9 and I don't want a one time settlement check. I will be retiring in 3 years and I counted on this raise in salary. NSPS "doesn't change critical employee rights" Who is defining what is critical - not me!! There will also be no guarantee of Jan cost of living adjustment - that is unacceptable - I believe that "raise" is reflective of the inequities between private sector salaries and federal. Step increases and year end award money I can understand being tied into performance - but not locality pay and cost of living.
