9901.342 through 9901.345 Pay for performance will only make the current favoritism more prevelant. As it is, the ones that kiss up are the ones who get the performance awards, not the ones who, day in and day out, carry the load. We already have too many people who get recognition because they are the party animals with the boss and his family. If the managers were doing their jobs correctly, poor performers would not be getting within grade increases "automatically." There is nothing wrong with the current system, just poor managers (many of whom are military and know nothing about civilian personnel procedures).
