At first I thought this system was going to be fair to all employees but the more I learn of NSPS the more I'm concerned that it will definitely not be beneficial for civil service employees. Yes, we do need some changes in our current system. For example, when an employee is not performing that they should not automatically get a step increase. Another example, would be to be able to fire an employee that's not performing without having to go through alot of red tape but at the same time we still need the union to protect the worker, too. I think the NSPS would stop automatic pay raises, would cause employees to compete with each other which wouldn't promote unity, and not all good employees would be equally compesated for their pay and the list goes on. I have almost 32 years of federal service and I'm afraid if this system is implemented, I stand to be the loser.
