Because of the nature of human nature, this would ordinarily be an excellent way to reward those outstanding individuals who contribute more than their peers. However, having been in the workforce 40 years, I have learned one very important lesson. It isn't about one's contributions at all. It is all about who is more favored and rewarded because of factors such as a supervisor's personal likes and dislikes with his/her employees. It also has a negative aspect in regard to those who think that the way to succeed is to look better than the next person. This fosters more distrust and anxiety within the workforce than is usually experienced. My final observation is this. The old way of doing business was an absolute perpetuation of dead wood continuing to be promoted and all the rest of us taking up the slack. The new way is good on paper, but the reality is, it creates a very distructive environment, complete with vicious cilques and vindictive supervisors who can cause great harm to one's career. Thankfully, I am not in any situation like that, but I see it all around me, and the level of stress in the workforce now has grown significantly. I do not have a solution to this problem, but I do know that this new system is also not the answer either. Thank you.
