9901.409 (b) Appropriate Rating Official - How will these people be selected? In my personal experience, one in seven supervisors in the current system do not possess the necessary character attributes or competence to fairly rate their subordinates. When the rating officials are not trustworthy, play favorites, or otherwise fail to administer the system as proposed, they will create completely dysfunctional work environments. Dysfunctional work environments will cripple the mission. (g) No Reconsideration for Payout Determinations - This section sets up a plan where an employee is dealt with completely unfairly, reconsideration may support the fact that the employee was badly treated, yet the employee will still be financially penalized for someone else's bad behavior Section 9901.313 - This bonus system completely penalizes the good employees when it comes to retirement by not including their bonus payment in the retirement calculation
