This “National Security” personnel system is merely a euphemism for an attack on the rights of DOD civilians. I object strongly to the removal of legal and negotiated protections for civilian employees in the name of “National Security.” How does my having appeal rights, clearly defined pay structure, and meaningful union representation constitute any threat to national security? The pay pooling idea (What genius thought that up?) will set worker against worker, worker against supervisor, and supervisor against supervisor by forcing people to compete for pay raises and bonuses. Who judges the fairness and equity of the distribution of the spoils from the internecine warfare (That means internal or intramural warfare -- for you bright lights who thought this up.) that this ill-conceived brainchild would unleash? Rights to collective bargaining are being replaced by “rights” to collective (Or is it individual?) begging, which are no rights at all. I thank the Senate, the House, the Department of Defense, and Mr. Bush for the "all expenses unpaid" trip back to the age of serfdom and the opportunity to revisit the Industrial Revolution. Ebenezer Scrooge is alive and well in Washington, D.C. As I read this clearly vague attempt to describe the “National Obscurity Personnel System” I noticed that the authors (I know it took more than one author to come up with so many misguided ideas.) used the phrase, “right to REQUEST...” several times. I already have the right to REQUEST just about anything I might want to request, thank you. I don't need you to spell that out. The U.S. Constitution does a good job of that. What I need spelled out is the right to RECEIVE clear, honest, understandable, definite, moral, lawful, and timely responses to my requests when and if I make them. I need competent and independent representation when I have a request to make, when I receive (or don't receive) a response, or when I feel I have been unfairly or unlawfully dealt with. I don't need to have the right to beg for in-house reviews by managers and supervisors or their cronies who just might be biased or who might be drooling into their laps. I need protection from unfair, immoral, confused, unscrupulous, demented, or downright evil managers and supervisors when and if I encounter them. (Not that we have any of those around here!) What were you folks drinking when you came up with this 19th century revival plan? Go home, sleep it off, and hire someone with a few (at least a few) brain cells left in his/her head to come up with some working parts for this Frankenstein Monster. Then, take the present anachronistic attempt to call in the Pinkertons and stick it in your files.
