Their are several problems with the new NSPS system which are tow numerous to go through each one nor do I want make this comment a lengthy one. In order to make this as quick and as productive as possible, I will limit my comments to two overwhelming issues that I find with the new NSPS system. One the NSPS system gives unparrelled control to supervisors and lessen the rights that federal employees have with their union. One of the reasons that the governmet is changing the system is that in caused too many people to be grandfathered into positions. By giving supervisors unparrelled control, won't the sytem be producing a even worse case with grandfathering people into a position. Supervisors are going to have an increased control over the employees performance therefore they could further justify getting rid of or promoting the employees that they want to. Another issue that the NSPS will further be inhibitating is the SYSTEM IS FOR SELECTED EMPLOYEES. Some employees specifically a people at the SES level and other departments are eliminated from the control of NSPS. Thsi does not make sense if there is such a need for a new payrolll system ALL EMPLOYEES SHOULD BE INCLUDED. By only including some employees the government is participating in segregation. In addition if there is so much praise for the system why is it not for everyone? One makes one employees payroll valued so more than other? Employees would not have so much hate for the system if they felt all agencies and levels would participate. I know that my opinion may not be valued due to the fact that the system is already approved and will be implemented whether you read my comment or not. Furthermore the cost of implementing and deriving the system will have to justified in the implementation. Despite this knowledge I will vent out my opinion in the hopes that it will be somewhat valued. It would of been nice if you would of asked for input from the employees system before you made up the system. Have a nice day..
