No way am I in favor of proposed NSPS regulations. It seems as if though the DOD wants to conduct their affairs under the auspicious that they are a fortune 500 company... This simply is not the case. The fact of the matter is that many supervisors are unqualified themselves (and at times uneducated) to be allowed the amount of discretion afforded to them via NSPS. The only thing I see happening is a more broader and calculated approach at favoritism, outsourcing (contractors), and tightened budgetary restrictions. The system will not pay employees more; invariably, most will make less. There are little checks and balances, in regards to filing grievances on the most crucial aspect of NSPS: one's rating. Because of these reasons, it is my assertion that NSPS is inherently flawed, and will cause confusion and unethical behavior to manifest more prominently throughout DOD agencies unwillingly exposed to it.
