From what I read this will not be a flexible system nor will it be a fair system. More like a buddy system. It definitely will not attrack new hires nor reward employees. It's taking advantage of the civilian workforce. The current system in place would work much better with some minor adjustments, not a complete overhaul that takes away rights and incentives to work harder.
