While the new NSPS system makes surfacial claims to be more attuned to creating a more "flexible" system, where high-performance employees benefit from their dilligence, this is rather a system where the squeakiest wheel gets the oil. By pooling all of the employees into these different bands, not only are the long-term contributions of senior workers here largely disregarded, but only those with the closest contacts to the ivory towers (and the brownest noses) will be rewarded for the "work" that they are getting done. This system also delivers free reign to management systems to rule with an unprecedented iron fist. The ability for management to control the salaries of their employees directly by holding a subjective review over their head is unfair, and destroys the hard work put forth by labor unions within the workforce over the last hundred years.
