Pay Bands - assumes integrity of managerial personnel, many of whom are in positions based on who they know and not what they know. Many show incompetency created the system which fostered it. Adverse Actions - It has long been visible that some divisions receive almost 100 % top ratings while oters are around 5 to 10 %. This is not due to the calibre of employee but the idiosyncracies of the directors and supervisors. Yet this rating system will determine ones status in adverse actions. We were recently given a MYTH vs FACT statement on NSPS. In reading it, I could only determine that the facts supported the myths almost totally.
