All. Folding the initial personnel into Spiral1.1 should be delayed untill at least 1Oct 05 (not July) and ideally until 1 Jan 06,because affected personnel have not been given an opportunity to comment on the DETAILS of the implementation plans. The NSPS Fed Register notice is too broad and general. The 90 day period for comment,consultation etc must be extended until 90 days after the DETAILED Human Resource implementation plan is published, and people have time to absorb it, with specifics as to how performance will be measured, sample objective standards by broad function,composition of all pools and how $'s will be alloted to pools, how points will be awarded, points per dollar, etc. Only then can meaningful comments be made by covered Spiral 1.1 folks. To do otherwise will force folks to buy into the system without detailed knowledge of its specific effect on them and seriously decrease morale at a time when their primary focus should be on support to the warfighter. Also all implementation training of managers and employees in the specific details must have been completed and personnel have a time to absorb it, in order to comment effectively. This argues for an effective coverage of the first 60,000 Spiral 1,1 folks only after 1 Oct 05 or 1 Jan 06 . Provide 90 days for comment,consultation after all the implementation HR details and training havebeen accomplished!
