My facility operated under the Demonstration Program, which had pay banding and merit-based performance similar to the NSPS. For workers who care about their job and are willing to go the extra mile, this was a great system. Pay for performance provided incentives that increased overall productivity and improving the return on the investment made in hiring Civilian scientist and engineers. However, workers who do the bare minimum to get by or who otherwise performed unsatisfactorily, found that this was reflected in their performance (and pay). These workers formed a union which then voted to pull everyone out of the Demo program. They are now joining with others to keep DoD, or as much of it as possible, out of the NSPS.
