This new system should be implemented for new hires only! It is unfair to change employees to a completely new system mid career or just a few years from retirement. It is also unfair to expect employees who have been loyal, diligent workers for years to have to compete for raises or even to take a cut in pay. I disagree with the premise that the entire system has to be changed in order to improve response to security threats. New hires could easily be plugged into this new system if you really feel the need to have rapid response employees. The employees who are already on board should remain in the old system unless they choose to be included.When they changed the retirement system years ago, thats how they did it. By attrition, sooner or later the old system would be phased out. Some of your employees are veterans, who have already served our country, volunteered as civilian employees to go to Haiti, and Desert Storm and were told we were too old or not in good enough health to go. Now you want to make those same civilians deployable,even to war zones. I am losing faith in this country's leadership, they say they value the civilian workforce, but actions speak louder than all the words they spew!
