Comments:
Is any consideration being given to education level (e.g., Masters Degree), professional registration, etc, in determining the pay level within a particular band? In other words, with all else being considered equal, would an engineer, e.g., with a graduate degree and professional registration be given a higher salary than one without those qualifications? I would think that by doing this, it would encourage employees to improve themselves, and it would also help to attract highly qualified and competent employees to Gov't service.
