Pay: Congressional funding to Federal agencies (especially DoD) is being reduced each year due to Presidential prioritization. It is very difficult in todays environment to properly manage weapon systems and/or production programs with limited funding. With this in mind, I don't feel that Federal agencies will receive enough funding to provide deserving employees adequate raises. An office of 20 people may have enough funding for 2 or 3 employee raises in one year. This may create the following within Federal Agency work environments: 1. A hostile work environment. 2. Needless job stress (especially with BRAC resurfacing). 3. Turn good workers into angry ones. 4. Actually lose money because of health benefit increases. 5. Favoritism. 6. Less sharing of work knowledge. 7. Loss of valuable assets (people) to private industry. At least with the old system employees could rely on the yearly raise to offset the rise in Health Benefits and local economy increases. I agree the current "Personnel System" requires updating to todays standards and practices. But why throughout a pay system that seems to work for 95% of the current Federal workforce!!!!!
