Comments:
As I have reviewed many comments (at least 175) I am struck by the overwhelming negitive observations to the proposed changes. As the trends seem to be of great concern of the legality of the changes, both union and public law I urge a blue ribbon panel be convened to review this. I have attended the briefings and not much substance comes from them. Only "this is a good change" I have seen this before and if it feels bad is most likely is bad.
