I think the NSPS is a wonderful way of ensuring that all DoD employees are performing at their salary level. It's about time. My only concern is that active duty personnel who supervise civilians are many times not there for the entire rating period. That is assuming the NSPS will still require an annual rating. Will this be addressed under the NSPS? I ask this because I personally have had 13 supervisors in the last seven years due to mission requirements. I also realize that if an employee is a high performer, changing supervisors should not be a concern. However, I think we all know that there is a break-in period of possibly one to two months which means two to four months of your twelve-month rating period is actually understanding what is expected of you by your supervisor if you have two supervisors in the same rating period. This could possibly effect the perception your supervisor has of your performance.
