I have read the proposed NSPS regulations and have quickly reviewed several comments, all negative. The reasons for negativity seem to be related to employee rights when disciplinary action is taken. Seems to me that if these employees concentrated on doing their job well this would not be a problem. Having said that, distribution of money for performance will not be equitable based on work produced. That should not come as a surprise as the current system of monetary awards, promotions, and quality step increases are not equitible either. There have been some negative comments on deploying civilians. We already have this ability under Title 5. It just isn't used very often so most employees don't know about it. I believe that the banded pay system and broader job classifications will allow the high performing employee to move up at a rate commensurate with his/her ability and not bog them down with the mediocre or poor employee who does just enough to avoid disciplinary action.
