While our present system is not perfect, and could use some improvement, it appears to be far superior to the proposals being put forth under NSPS. I see a great deal of risk involved for a small potential gain. This new system opens the door for a "good old boy" environment. Our country stands apart from many others around the world because of the checks and balances we have built into our governmental core, which permeates throughout our corporate structures as well. When our government takes the lead in encouraging a system that will easily accommodate cronyism, we are on a slippery path to a downward spiral. This will foster a lot of instability in the workplace. Productivity will suffer as many workers are at a minimum distracted if not disgruntled. I don't like to carry the workload of (or having my tax dollars support) someone who is not a team player with the good of the agency in mind; but let's not set up a sytem that will breed abuse. Leaving employees to be reassigned or RIF'ed with little recourse other than appealing to a three person board appointed by the person who wants these changes is not a reassuring work environment. Grandfathering those presently in the system would protect them, but it won't protect the system.
