I'll try to make this as brief as possible. The Army has an old expression: "If it's not broke, don't fix it". As you probably know: Persception is everything in today's society. Their is a Negative Persception that this new NSPS System, even tho it has good intentions, will eventually be detrimental for Civil Service employees in the LONG TERM!! Sometimes things starting with good intentions wind up (in reality) causing more problems than they are worth!! I believe a better public service campaign plan needs to be put out there showing people all of the positive aspects for moving to a new civilian service system. If you can successfully advertise and convince the average civilian worker that this new system is in reality good for them, you would have an easier time selling the new program and it would meet less resistance from the general public.
