Pay banding is worded and cloaked to disguise as performance motivated, fair, and partial. It is not. The current system we operate under is not personal. Great ideas and better ways to do things come from individuals who are logical-mathematical and intrapersonal. But that same person may not be a verbal-oral skilled individual and be able to talk a good game. I have seen managers even under the current system reward the guy who talks a good game and steals the idea maker's work for their own. With the system you propose which is even more based on personalities rather than product, civil service will end up with a bunch of schmoozer.
