Nothing is adressed about the options to convert prior military time to civil service time via a buy back process, to allow years spent in military service to count towards retirement time? For example, a soldier who for some years, and recieved an honorable discahrge but did not retire can opt to pay a percentage of his total basic pay and now have his military service count towards in grade step increases and towards retirement. If this option remains, will the cost of the buy back be redone, since it will not have any affect on pay due to the lack of in grade step increases? Will the option be done away with? Or will prior military service time now be allowed to count towards civil service retirement without a buy-back needed?
