I have a general comment. 'The devil is in the detail'-- and a lot of detail is missing at this time. I am a senior leader at the Corps of Engineers. My organization is under an A76 study at this time with a decision to be reached this November. Meanwhile, my division in the Corps is to go under NSPS in Spiral one. NO ONE can tell me or my employees how this tranisition will affect their situation. I am sure there will be adverse actions whether the MEO wins or a contractor. How do I comfort my employees at all when the only answer anyone has about anything is 'we don't know yet'? I am most uncomfortable with the fact that only general concepts are avavilable in this draft. We will not see the detail until implementation. The detail should be available when the comment period is open, not afterward. Lastly, the concept of NSPS is fine. However, how are you going to attract good folks to supervision under this system? It is very likely that a lot of supervisors will be in a pay band with their employees and can potentially earn less. So, what incentive is there to take on this responsibility? I can speak from many years of experience that it is much easier to simply do your own job than to try to motivate, coach, mentor, and lead 30 others. If there is no incentive financially, then you will only get those interested in power in supervisory positions. Then, you are right back to the 'old boy' network that you are trying to avoid.
