Notice of Proposed Rulemaking, Request for Comment National Security Personnel System 5CFR Chapter XCIX and Part 9901 I am very much against changing the present DOD system to the proposed NSPS process. The GS and WG schedules are fair and do give the employee incentive to perform at their best. The step increases are automatic for the first 5 years and this is good to keep your employee motivated. They the step increases are not so easy to obtain; but once obtained you know you deserve it. The funds would be governed by the command and not by Congress as they are now. I believe it would destroy teamwork, increase conflict among employees and reward no one. Under the proposed new system there would be increased expense for the employee, such as, life insurance, TSP savings plan and increase to our medical care. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law and workplace safety. Our present DOD employees (at least the ones I work with) work hard and do an excellent job of supporting our military, meeting their require-ments and taking care of business. I have been a Federal employee for nearly 23 years and I am proud to do my job and serve our country. Under the NSPS, I feel that it will create mistrust in and mistreatment of our employees. It will establish a system of favoritism rather than fair representation of the employees worth or abilities. Our nation is at war and there is a strong need for a good supporting base, which our present DOD employees provide. Under NSPS we could be deployed with the soldier, then what? We are not soldiers, our jobs are to guide and equip them to do their jobs as military personnel. This is what makes us a good team together with our military counter-parts.
