If you want NSPS to work, you MUST instil measures to prevent abuse of the system by greedy, dishonest, (good-old-boy) management and command. We all know how corrupt CS already is. The NSPS, in its current iteration, will simply turn this bad dream into a horrifying nightmare. Perhaps you could design a reward/advancement system partially after the military model? Use only the best parts of the system. Toss out the bad (political) parts, of course :^) Too, if you empower ALL employees to keep the system clean and non-political, the system will eventual clean itself and remain self-cleaning and honestly run... in theory anyway. What do you say, Mr. Rumsfeld? Can you at least TRY to keep your hands out of our pockets with this?
