NSPS personnel system is a step backwards, it gives the supervisor complete control of your government career. If your supervisor is not fair and you are not one of his favorites your chances of getting a raise or promotion is zilch. There is some favoritism at the place I work at. With NSPS it will be widespread as the boss's pets will be getting all the raises and promotions and personnel not in good standing with boss will be moved all over the depot. This is going back to the Pre-Civil Service days, where you have to kiss-up to the boss to get a raise or promotion. NSPS gives the supervisor the power of firing somebody without due process of the law, it is completely absurd. Keep the Civil Service law with a few changes that makes it easier to hire people and fired the slackers. Keep the due process of the Civil Service Law with right to appeal the the ruling of management when someone is punished. In NSPS that part of the law is gone, it is like communism your guilty and that is it. NSPS IS LIFE UNDER STALIN!!!
