I have carefully read the NSPS proposal. IT WILL NEVER WORK. The problem here is that the king's nose has been stuck in the Harvard business book for way too long, and, the king has never worked among his people. He is the emperor with no clothes but no one around him wants to tell him that he is naked. NSPS is based on the theory that management, with training, will be able to rate and pay their employees adequately. As a DOD employee of more than twenty years, I can assure you that you need to stick with the less-than-perfect but good GS system because no amount of training of your mostly young, immature military managers is going to work. Favortism will abound. I suggest that you fully abandon the proposed NSPS proposal. If you would like to tweak the current system you might want to sit down with a group of folks who do the actual work everyday and understand reality and not theory. Thank you.
