Comments:
In an ideal environment the system may be good, but it takes away protection that has been vital when the supervisory level has been abusive. I get aggravated with people earning the same or more than I and the do not have a security clearance and cannot get into the secure systems and do their fair share of work. One would hope that this would ease the unemployment of these folks. The other hand when personalities come in and it makes things intolerable, the structure provides some protection to the employee. Also, at the risk of being thought cynical, most change coming down the system lately has been negative, not positive for the employee.
