my concern is that the new system is going to scrap a good system and replace it with a one sided, untried and unproven system. that concerns me since all the input is one sided and the side missing is the employee. without input from both management and employee and combined input you will create a system without check and balances. it might be better to revamp the old system with current updates that meet todays needs and then focus on other items that need addressing. one area of concern is the lack of security checks of employee in senitive positions. I have waited for 3 yrs for a background check which was submitted 3 times and nothing has been done. not even a ncic check and I have been with the government for almost 29 years. if you plan on changing a complete personnel system and start fresh then it must be done with all the knowledge that is available. a one sided input is a sure method of failure. look at the past and don't repeat it. we work for the public and in the publics best interest and when the public finds out about our failures then it is brought to the attention of the world and degrades the civil servant.
