Section 9901.605 describes the methods for determining the competitive area for reductions in force (RIF). The establishment of a competitive area can be on the basis of one or more of the following: geographical area, product line, funding line, etc. These appear to be very broad definitions that would allow an employee working on a product line to be effected by a RIF when there is an employee working on another product line within the same organization with the same skills with lower retention standing that is not effected. This section should be clarified to explain how single installations with multiple product and funding lines would be handled under the National Security Personnel System.
