Section 9901.607 describes retention standing for “Workforce Shaping”. The section does not provide sufficient detail to fully explain how the criteria, which are listed in descending order, will be weighted, if at all. Since rating of record is listed before credible civilian service, does this mean that an exceptional employee (rating of 5) with 2 years of service would have a higher retention standing than an employee with a rating of 4 and 10 years of credible service? Also using just the prior rating does not fully capture an employee’s long-term performance, such as drop in rating due to learning curve of a new, more difficult job assignment with more responsibility, etc.
