NSPS is a return to the "Good Old Boy" system, where Management has complete control to do as he pleases with no questions asked. He/She can compensate those individuals that are their friends or those that they like the best and not necessarily a good worker. Just one that agrees with him/her and doesn't make waves or cross the supervisor. The supervisor can have prejudices against an employee and thus withhold any merit due the employee. The system was not broken, so why fix it. It could have been readjusted without a total and complete overhaul. This system will not entice outsiders to come work for the government. NSPS will take food out of the mouths of children when the supervisor starts playing GOD with the pay of an employee. If I were not a government employee already, I would certainly not seek employment with the government under NSPS.
