Reference: "A case for action" is loaded with generalities that mean nothing, sound good, or are without basis. Argument: An excuse floated through my arena for several years and was stated as follows: "A good manager doesn't need to know anything about what he is managing". As long as poor management is excused and ensconced with such generalities and lies, then personnel systems such as the current proposal will add new problems. Many of the current problems result from a failure to enforce existing rules and regulations. New rules have been added without regard to existing rules, and even in conflict with existing. The result is seen when a frustrated management begins to ignore the unworkable and make up their own rules. Out of this, we have seen the promotion of the unqualified and the resulting consequence of their decisions over time. Stated otherwise, an unqualified management promotes and reward their favorites without regard to merit, while ignoring the remainder. Summary: There is concern and personal experience that shows meritorious employees will be left out in the new reward system.
