Oustanding solution for the General Schedule system revision, and the total Army. We all are aware of our global threat as well as the threat on our own shores. Revising the civilian workforce along with the Army modulation will absolutely increase our effectiveness. All I would ask the Army for is; to lead the way when it comes to the restructure. The Department of Defense is this nation's largest employer. We are the most successful company in America. Let us utilize this time to cease the dominance of the outside companies luring away our experienced civilians with higher salaries. The quality people we have in our network must stay within and we must recruit the best to remian the best. Our nation has not lost its foothold in the world, but we must regain our strength of character and reassert what it means to be a Department of Defense employee. One who is disciplined, of good and honest character and leaders.
