Subpart C Pay and Pay Administration Each pay band has a maximum amount that an employee can be paid while in a position in that pay band. Theoretically and as shown in Demonstration Projects, the best performers get to the top of the pay band in less time than lesser performers. Once at the top of the band, these high performers can no longer receive increases to their base salary. They are still permitted cash awards. The NSPS needs to be amended to permit pay beyond the top of the band to accommodate top performers. Criteria to go beyond the band would be closely controlled but still be a possibility. If the NSPS is to be a true Pay for Performance system that awards the best performers, the motivation factor of increased base pay should not be artificially capped.
