I believe that this proposed regulation gives too much power to the supervisor. In addition, if the employee feels that he or she has been rated unfairly or not given an equitable raise, there should be a greviance process to address it. If not, the "good ole' boy" system will flourish. I strongly urge you to go back to the drawing board and get input from the unions and from those who have extensive experience in the government at levels where this will be implemented.
