The NSPS system is flawed. To leave the pay for performance in the decisions of supervisors presumes that the supervisors know the employee’s job. If the supervisor doesn’t know the employee’s job requirements or regulations, the employee’s performance will be rated poorly, along with the employee’s pay. At least with the current system, as with a Denial of Within Grade Increase (DWIG) which is based on performance, the employee can appeal to the Merit System Protection Board (MSPB). Under the new NSPS, the employee’s highest level of perform is their supervisor’s level of incompetence and the employee can not appeal the MSPB.
