It is apparent that the basis for the proposed system is unacceptably flawed, and I object to the proposed system in its entirety. I do not acquiesce to the implementation of any part of the system and any individual proposal not expressly accepted in these comments and recommendations should be considered to have been rejected. I recommend that all current provisions of law be retained until all of these many defects in this proposal can be addressed and cured. This is the first time in my entire life I have not given my name on something I have written and I am sad to say this. And why would we dare to identify ourselves when the potential for retaliation upon implementation of NSPS is so great? The problem that needs fixing in the system is in the driver itself - managers. Being promoted to the highest GS rating does not in and of itself mean someone is qualified to manage and/or supervise. The managers we have now in the trenches mostly are not so qualified. That is apparent when they do not now make use of the steps ALREADY in place to remove the poor performers who can't or won't improve and to help those who can and will. Instead, they pass these non-management people on to other agencies with glowing recommendations. The management ones continue to be rewarded for their lackluster performance, to be kind about it. Implementing this system is a grave mistake which will cost much and accomplish little. Buy in? Those of us who are to be the guinea pigs are not that ignorant. You can expect a mass exodus from Federal Service and what a waste that will be when you are left with two managers for each non-management employee. If you really collaborated with those of us who will be most effected, through our representatives, instead of giving collaboration lip service, you could come up with a pay for performance system that was not the Spoils System in a thin guise. To quote Shakespeare From A Midsummer Night's Dream, "Lord, what fools these mortals be!" Unfortunately, this is no dream; it is a nightmare. Those of you who dreamed this up will go on to get your commendations and, oh, yes, your cash awards; let's not forget the cash. And those of us who don't have a buddy for a supervisor, and that is most of us, will be left to suffer. Yes, we can, and many, many will, leave Federal Service. But why should the majority of us have to make this extreme move because of the fallacy of a few who either never knew what it was like to be one of us or have forgotten so conveniently? Shame on you.
