I have worked as a DOD civilian employee for 28 years, and I do not agree with the proposed NSPS changes. It would seem more appropriate to leave the old system in place for current employees, but change the pay system for new employees hired after a certain date. I foresee several problems with the new system: 1) Managers will have the ability to give their favorite employees a larger pay raise. If the manager has an unfavorable opinion of an employee, they could receive an unfair pay increase. 2) Employees will compete for pay raises. The days of helping each other out and explaining why things are done in a certain way will be over. No one will want to share their knowledge, because if the recipient finds favor with the manager, he might get a larger pay raise. 3) Some very important elements of the system have been left out of our review. This would include the actual dollar figures for each pay band. With the limited information given, I definitely oppose any changes to our pay system.
