It is difficult after 25 years in the DoD, DA, to change what we have been used to. We have set our goals based on the system that has been in place and all that could change as we approach retirement. If we have exceeded in all our standards each time, and now perhaps get a supervisor that is either part of the "good ole' boy" system or otherwise just a lousy supervisor, we could really get screwed. I believe our unions and "appeal" processes will not exist as we have known them, so we will have no recourse. I believe the so-called "pay for performance" system is another case of deceptive labeling.. I don't believe the supervisor should have sole discretion of the promotions (or NOT) and pay decisions. For these and other reasons, I oppose the implementatin of NSPS and I urge you to act to instruct the Secretary of Defense to halt any further development of NSPS unless and until the Pentagon is willing to substantively address the issues raised by the United DoD Workers Coalition and 'THE PEOPLE'! This is proceding entirely too fast, without really thinking out some of the possible repercusions.
