I have been affected by a reduction - in - force that occurred in 1992. I was serving as in Job Series 2182 Helicopter Flight Instructor. I had been employed for 365 days and was current in aircraft design and series. I then moved from a GS-12 position to a GS-7 position. Later, (12 years) when 2181 positions were offered for the position in which I was qualified, my resume whould not get past the initial screening because of aircraft currency (50 hours in the past 12 months). I was qualified and current when the RIF took place. It isn't financially feasible to spend over $500.00 an hour to rent a helicopter to for 50 hours every year just to be current in case a position may be available that year. The currency requirement needs to be dropped for those individuals with vast experience in catagory. Flying is like riding a bicycle. Once you have learned the process it comes back easily. The currency requirement needs to be dropped in the event of a RIF. For every flight position a newly hired aviator receives refresher training to ensure the individual performs effectively and safely before students are allowed to be trained by the new hire. This occurs regardless of currency or experience level. Those with vast experience require less training because of their proficiency.
