Regarding NSPS, I think you are opening the door for cronyism and nepotism, which will undoubtedly result in a Defense support system that will be totally inadequate and completely nonfunctional. In over 30 years of government service, the number of managers I trust to do the right thing I can count on one hand. I believe those at the top know exactly what they are creating - a good old boy system, which they can manipulate unchecked as if they were gods. That GS 12 supervisor out in Alaska will become a total tyrant and no one but his subordinates will know. Certainly those at the top will be completely shielded from any bad news about NSPS. All the wrong people will be in charge and all the productive workers will be unemployed. This country has forgotten the abuses of the past and why the current civil service system was created in the first place. Please don't repeat the mistakes of the past and allow NSPS to be implemented.
