5# Will there still be locality pay under the NSPS pay system? the TRUTHFUL answer is NO, plain and simple. Locality pay is based upon local market economic forces (ie,. cost of living in a certain region - housing etc.) and is not related to an employee's job duties or performance. The following is what your web site provided: "The proposed NSPS pay system includes a locality-based component of pay called a “local market supplement” in addition to an employee’s basic pay. The local market supplement will be based on market conditions related to geographical and occupational factors, and may differ from one occupation to another in a given locality area. Upward adjustments to local market supplements will not be given to unacceptable performers." While the above answer provided sounds good, the true answer to this question is NO.
