Thank you for allowing individuals to comment. Many aspects of NSPS are valid and a long-time coming. My only concern is the subjectiveness of supervisors (especially those who only stay in jobs for 2-3 years -- military) when rating their various employees for the annual awards/incentives. This could lead to a 'quota' system versus really rating employees -- which can be difficult given the frequency of military assignments. I've seen this and it gets ugly both for the employee, the supervisor, the organization, the civilian personnel flight, and the union. Lots of man hours could be expended. PLEASE include safeguards to prevent this from happening; i.e, mandatory feedback sessions -- if not an OUTSTANDING employee, then mandatory every 60-90 days documented feedback sessions -- or something to that effect. Thanks a lot.
