As an IT professional at an Army installation I see some things I really like as well as some things I'm not sure about. While I'm not a big fan of unions in general, I DO NOT believe that sufficient time has been given to allow local labor officials and Govt Management/Employee Relations staff in the Civilian Personnel offices to digest this AND become sufficiently fluent to explain it & take questions from the rank and file workforce. Mr. Rumsfeld's staff needs to understand that this needs to get down to the entire workforce, many of whom have spent their life in Government service rather than the private sector.
