I feel that this system is what the government needs, providing that it is used as designed. I have great concerns that this will only allow the “Good ole Boy” system to thrive. Anyone can state that “its not designed to be used that way” proving it won’t to enhance the “Good ole Boy” system will yet need to be disproved. Also when this system is implemented we need the personnel to us it as designed and selectively. The Government is notorious to NOT field changes. Nothing can progress towards improvement unless it weren’t for changes. There more hard working folks in the Government than the so called “Deadwood”. I also have a concern that this system will be used to keep favorites who are class by their peers as deadwood but management likes them. Compare to the individual who by their peers is a hard worker has a personality conflicts with management and is removed because management can be removed them. I don’t want this system to produce only “YES” people you must have pros and cons for any establishment to progress forward this is how we find where our problems reside and correct them again the Government is notorious for NOT fixing problems but to push them aside for other to fix. There are too many management personnel who fear conflict therefore problems don’t get resolved but just mishandled.
